Though I have serious doubts about buying the JSF without a proper Canadian competition, esp. since as you point out the government has not clearly stated what it wants the planes actually to do, it must be pointed out the the government is planning to buy the conventional take-off and landing F-35A (USAF version). The USMC is getting the short take-off vertical landing (STOVL) F-35B, and the USN the carrier F-35 version.
