The attendance scorecard at Transport

Following up on this post, here’s attendance scorecard for the House of Commons Standing Committee on Transport, Infrastructure and Communities.

For the the second session of the current Parliament — this session having begun with last October’s Speech from the Throne in October — there have been 16 meetings of the committee, during which it has considered the spending plans for both the departments of Transport and Infrastructure; reviewed Bill C-3, studies the cessation of home mail delivery by Canada Post, and reviewed the safety of Canada’s transport system, particularly with a view to the transport of oil by rail.

The chair of the committee for this session has been Conservative Larry Miller; the vice-chairs have been New Democrat Olivia Chow and Liberal David McGuinty Nine meetings in, the number of committee members changed and Albrecht and Boutin-Sweet left the committee as full-time members. Members were credited with attendance for attending all or at least part of a meeting.

For the the first session of this 41st Parliament, the chair was initially Conservative Merv Tweed. When he resigned his seat, Miller took his place. Chow was vice-chair for the duration. Liberal Denis Coderre was the other vice-chair until he resigned his seat — also to run for mayor of his city, coincidentally — and was replaced by McGuinty as vice-chair. Committee membership changed several times over the course of the 77 times it met during the first session. Again, members are credited here with attendance for being present for all or part of the meeting.

Notes: Lee Richardson (CPC) was a member of this committee for its first meeting and then he resigned his seat. McGuinty was present for 4 of the 5 meetings he was a member in this session.

By Caucus:

Session I

  • Conservative members had a cumulative 93% attendance rate.
  • Liberal members had a cumulative 88% attendance rate.
  • NDP members had a cumulative 85% attendance rate.

Session II

  • The Liberal full-time member has a 94% attendance rate through the first 16 meetings.
  • The Conservative full-time members have a 90% attendance rate through the first 16 meetings.
  • The NDP full-time members have a 79% attendance rate through the first 16 meetings.

One other note: When a full-time member cannot attend, a designated “associate member” (pretty much any warm body who is an MP of the full-time member’s caucus) generally subs in. In this way, the “balance of power” is maintained at committee meetings for the purposes of votes.
