in fact, women can be topless any place in Canada.
If it’s legal as is stated, why is the video censored?
Because Youtube has this thing called a ToS, and follows some American law, not Kelowna’s law.
Because almost nobody seems to know it’s legal, even though it has been so since 1996, when Gwen Jacob won her appeal of an indecency conviction in Ontario. There still remains the nebulous but legally effective criterion of “community standards,” which apply to what can be shown on TV and when. So nobody’s going to arrest Lori Welbourne for giving hizzoner an eyeful, but the CRTC could still cause lots of trouble for a TV station who broadcast this video uncensored.
It would have been more impressive if she had done the interview on a trampoline.
